Penelope's star will always spawn with a desert planet in it, Ithaca. It is almost guaranteed to be poor and not really worth checking. It is hard coded to have very few planets, with little randomness. The fourth is the unclaimed Tia & Ta'xet. Which means they have a better chance of being good than a purely random system. These systems are hard coded to spawn with a lot of planets while being random enough to have the chance of random modifiers and extra planets. The third are the unclaimed systems of Duzahk and Penelope's Star. But it does make it more convenient to defend. There's no cost to upsetting them more by colonizing their system.

It is the opposite to the Ludd in that they are going to raid your colony no matter what. The second is the Pirate owned system of Yma. Sure colonizing their system upsets them, but who cares if you are already hostile with them. Therefore they are unable form raids to clear out their systems. There are benefits to colonizing already claimed systems 1)A growth bonus to your colony for another larger colony in the same system, 2)High accessibility for being in the core worlds, 3)Weak patrols that create debris fields, 4)Close port (with constant shortages) to sell unwanted goods at high prices. Half can be easily checked without going there just by using your map screen. They are always present in vanilla and can be potentially good locations for colonies. I want to bring attention to a few interesting systems that are often overlooked.
